An award has been made for the following:-NPTCBC Tourism Team recently secured funding via the Visit Wales Regional Tourism Engagement Fund (RTEF) to deliver the Discovery Clusters (working title) marketing campaign.RTEF is supported through the Welsh Government Rural Communities – Rural Development Programme 2014-2020, which is funded by the European Agricultural Fund for Rural Development (EAFRD), and Welsh Government.The aims and objectives of the Discovery Clusters campaign are as follows;Project Aims and Objectives:-The aim of the project is to raise the profile of Neath Port Talbot as a visitor destination by showcasing product which plays to our strengths and aligns with the Wales brand.Project Delivery Mechanisms:-The purpose of the campaign is to work in partnership with tourism operators within Neath Port Talbot to raise the profile of the area as a visitor destination, challenge negative perceptions of the area and increase overnight stays.Neath Port Talbot County Borough Council will act as project managers, however, key to achieving the objectives of the project will be establishing a series of private and voluntary sector led product clusters to deliver a minimum of six visitor experiences within Neath Port Talbot.The Campaign:-The project programme includes the following elements for delivery;1.Commissioning of a project manager and facilitation with stakeholders. (As set out within this brief)2.Product development for the six bookable products in partnership with industry clusters - to include non-accredited training, design of promotional materials etc. (As set out within this brief)Project Management and Facilitation:-At present the core team who will be responsible for directly delivering the project consists of the two permanent, full time, members of staff within the NPTCBC Tourism Team.Whilst the Tourism Team will be heavily involved in project delivery, it is acknowledged that in order to ensure that sufficient resources are available to deliver the project successfully, the core team must be expanded.This brief is therefore seeking the services of an experienced Project Manager to assist with;•Facilitation of product development in partnership with the product clusters•Delivering and/or sourcing appropriate training, based on an assessment of the training needs of each cluster, which ensures that the product clusters are able to cater for the needs of the campaign’s target markets.•Liaison between project partners and other contractors (i.e. marketing agencies) to deliver the campaign.Project Outputs:-A series of detailed outputs and outcomes have been agreed with Visit Wales for achievement within the project.As part of this commission, the successful bidder will be directly responsible for the achievement of the following outputs.•30 stakeholders engaged•2 training sessions held to upskill stakeholders within product clusters•6 tourism products established consisting of 15 tourism operators.However, it is also envisaged that the successful company; through their facilitation and project management responsibilities, will contribute towards achieving and evidencing the full range of outputs set for the project.Requirements:-The successful bidder will be required to deliver between 50-70 days of project management time across the lifetime of the project (October 2019 to November 2020).Due to the nature of the project it is likely that the work required from this commission will be more heavily weighted towards the beginning of the project (October 2019 to March 2020), approximately 65% of the Project Management time should therefore cover this period and the remaining 35% should cover April to November 2020. However these are indicative allocations only and are subject to change in line with project needs.As stated previously the following activities will apply to this commission.•Facilitation of product development in partnership with the product clusters•Delivering and/or sourcing appropriate training, based on an assessment of the training needs of each cluster, which ensures that the product clusters are able to cater for the needs of the campaign’s target markets.•Liaison between project partners and other contractors (i.e. marketing agencies) to deliver of the campaign.You will be required to evidence that you hold relevant experience in delivering project management activities and demonstrate knowledge/ experience of working within the tourism sector in Wales.You will be required to evidence that you hold appropriate insurance cover including; Public Liability and Professional Indemnity cover including name, address of insurance company, policy number, with minimum cover of £2 million.Project Communication:-NPTCBC requires the following communications as a minimum requirement of this brief.1.A contract initiation meeting with the lead project officer within 2 weeks of appointment.2.Engagement with each project cluster (form of engagement to be agreed, however we would envisage that this would be via face to face meetings)3.Weekly updates to the NPTCBC lead officer, with details of progress and any emerging issues related to the contract.Project Timescales:-It is envisaged that the timeline for this commission will mirror the project delivery timeline, the successful bidder will therefore need to be available to commit to the project from the date of contract commencement (around Oct 2019) and until 30th November 2020.Due to the nature of the project it is likely that the work of the Project Manager will be more heavily weighted towards the beginning of the project (October 2019 to March 2020), approximately 75% of the project manager’s time should cover this period and the remaining 25% should cover April to November 2020. However these are indicative allocations only.Project Budget:-The estimated budget for this commission is as follows;•£10,000 to £13,000 Project Management•£2,000 to £4,000 for delivery/ sourcing of training for product clusters.
