The award of this contract under the Negotiated Tendering Procedure under Regulation 33 (1) (b) of the Public Contracts (Scotland) Regulations 2015 and Standing Order 9.3.1 (b) of the Council’s Standing Orders on Contracts for the following reason: - The services can be supplied by only one suitable provider because competition is absent for technical reasons. King Communication & Security Services Limited developed the fire and intruder alarm installations which are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer’s components. Therefore, the closed protocol lift installations can only be serviced, maintained, and repaired by qualified engineers from King Communication & Security Services Limited.
