GEM CSU on behalf of NHS England is inviting interested parties to qualify for a Framework Agreement for the provision of concurrent Clinical Utilisation Review Software Tools. NHS England is interested in suppliers who provide software applications which can currently demonstrate thefollowing requirements: 1) Scope of Use — The tool should be applicable to clinical presentations at all levels of care above coreprimary care for physical conditions; 2) Evidence Base — The tool should access relevant and up to date evidence which will hold the confidence of leading clinicians in University Teaching Hospitals in the UK to achieve clinical outcomes in line with best practice recognised by NHS bodies; 3) Case Review Tool Features — The tool should include the following features: — Specific individual patient symptomology; — Able to assess the severity of the patient's condition as well as the intensity of treatment; — Objectively classify each patient at time of review against the following categories: I. assess the appropriateness to inform a decision to admit to a care setting; and/or; II. decision to discharge from care, or to validate continued stay in a care setting; III. specify which alternative level of care is appropriate; IV. record the factors, wherever the clinically-evidenced level of care (acuity) is not being used for the patient, tosupport root cause analysis and pare to analysis of organisational and non-clinical factors; — The tool should report in real-time, as well as having the ability to input data used retrospectively from clinical case notes. 4) Operational and Reporting Features — The productivity of the tool should be well documented, be costeffective and capable of Integration to Patient Administration Systems. The tool should be able to transfer patient identifier information, avoiding double entry in multiple systems. All data and decisions made from thetool should be logged for a clear audit trail and it should have Pre-defined reporting and analysis which shouldbe available and customisable with user defined parameters. The functionality should be able to automate Flat file extracts of an agreed patient level dataset to an SQL Server data warehouse on a daily basis. It should havePre-defined reporting and analysis which is customisable with user defined parameters. 5) Pedigree — The tool should be a proven electronic solution, capable of providing real-time data, which canintegrate with Patient Administration Systems. The tool should be internationally recognised and capable ofbeing adapted to UK best practice guidelines and protocols. There should be evidence of adoption of concurrent use in the healthcare industry, within government funded healthcare services. . The Framework Agreement will be for a period of 3 years with an option to extend for two further periods of 12 months.
