Noise Assessments

Wrexham County Borough Council are conducting market engagement for a competent organisation to assess whether our existing workplace noise control measures are adequate and comply with the Control of Noise at Work Regulations 2005 (CNWR 2005). It is desirable that the organisation also has competence in monitoring and assessment of occupational exposure to vibration and hazardous substances.We are interested in engaging with organisations who can provide competent persons to carry out assessments of the risks from occupational exposure to noise (CNWR 2005 - Regulation 5), including:1.Identifying if employees are exposed to noise at or above a lower exposure action value, an upper exposure action value, or an exposure limit value, including:a)Observation of specific working practices, existing controls and the type and performance of any hearing protection in use.b)Discussions with relevant members of the workforce.c)Reference to relevant information on the probable levels of noise corresponding to any equipment used in the particular working conditions; andd)if necessary, measurement of the level of noise to which employees are likely to be exposed.2.Where noise exposure surveys are required they should including spot noise measurements and, where appropriate, personal dosimetry to identify average noise levels and, if appropriate, peak noise levels during representative work activities.3.Consideration of the factors set out in Regulation 5(3)4.Specifying recommended improvements and additional controls in an action planServices where assessments will be required include:Environment and Technical Department•Waste and recycling collections (vehicle type, glass collection)•Highways maintence/repairs (breakers, cut-off saws, compactors, drain/gully clearing etc.)•Vehicle / plant maintenance workshops (vehicles, pneumatic tools etc.)•Grounds maintenance (mowers, strimmers, hedge cutters, chains saws etc.)•Cemeteries and Crematorium (excavators and grounds maintenance equipment)Housing Department•Responsive repairs (various construction trades)•Voids (refurbishments)•Housing Estate caretakers (grounds maintenance, minor repairs)Social Care Department•Community Living Service (vocalisations by service users)Schools•Design and Technology Workshops (woodworking and engineering equipment)It is desirable that the organisation is able to carry out similar assessments for exposure to vibration and hazardous substancesWrexham County Borough Council request that Suppliers who register an interest submit proposals of available services to support Market Engagement. It is requested that any submissions are received by Wednesday 27th July 2022.
