North East London Elective Care Services Procurement — for the population of Barking & Dagenham, Red

In advance of expiry of the existing contract for Elective Care Treatment Centre services in the Outer North East London area (known as ‘North East London Treatment Centre’), Barking & Dagenham CCG (for itself and on behalf of Havering CCG, Redbridge CCG and Waltham Forest CCG is seeking offers from potential bidders to deliver a range of health care services to meet, in conjunction with the Contracting Authority, the commissioning requirements of the local health economy.The successful bidder will perform the services from the existing Treatment Centre located within the grounds of King George Hospital, Barley Lane, Goodmayes, Essex, IG3 8YB (the ‘Treatment Centre’) and the successful bidder will be granted a lease of the Treatment Centre. The Centre is equipped with 2 laminar flow theatres, three general theatres and 1 ophthalmic theatre. There are 24 day beds, 22 in-patient beds and five consulting rooms.The services falling within scope for procurement will include: Management of specified Outpatient activity and procedures; Management of required diagnostic procedures; Management of specified Surgical procedures; All associated pre and post-operative care.The scope of activity to be delivered from the Treatment Centre will include out-patient, day case, diagnostic and elective procedures for General Surgery, Orthopaedics, Ophthalmology, ENT, Urology, Gynaecology and Gastroenterology for patients 18+, as well as ENT for patients aged 3-17 years.The provider will be expected to deliver services as whole patient pathway, encompassing: Initial Assessment, Pre-procedure Appointment, Pre-anesthetic Appointment, Procedure and Follow-up care, as medically required.The Clinical Commissioning Groups (CCGs) are seeking to improve quality and value for money through this procurement exercise. Bidders will be asked to develop in their ITT responses and care pathways that enable patients to receive the care they clinically require. This should be undertaken in both traditional and innovative settings, for example nurse led or consultant supervised care. Bidders will also be asked to describe how they would work with the public, GPs and local acute providers to attract patients and respond quickly to the priorities of the CCGs.Provision of such services by the selected bidder will be free of charge to NHS patients and payment will be made by the referring CCG.
