North Tyneside Council Residual Waste Contract

North Tyneside Council (the "Authority") is seeking to appoint a supplier for the safe, compliant and efficient management of its Waste Disposal Contract (the "Contract") in line with the Authority's objectives as set out in the North Tyneside Plan. The existing contract, which expires on 31 March 2027, currently covers the: transfer and treatment/disposal of all residual waste; management and operation of the Authority's waste transfer station; management and operation of the Authority's household waste recycling centre, including transfer and treatment of all materials; and transfer and treatment of kerbside and collected garden waste. While it is anticipated that the specification under the Contract will remain broadly similar, the Authority will seek to deliver wider objectives across key service areas through this procurement. These factors, which may form part of the final decision-making process, include: Sustainability & Carbon Net Zero; Value for money; Social Value; Collaboration; Flexibility; Continuous improvement - evolving asset management; Resilience; and Innovation. There may also an opportunity for the Authority to develop a second household waste recycling centre HWRC, subject to funding approval. The operation of this centre may also be included in the Contract. This pre-market engagement exercise invites prospective suppliers to provide feedback on (i) the proposed procurement approach (including process and timetable); (ii) the Contract; (iii) the financial model; and (iv) the service specification.
