North West Surrey CCG Adult Community Healthcare Services

NHS North West Surrey Clinical Commissioning Group (NWS CCG) is responsible for commissioning healthcare services for around 360,000 people in North West Surrey across the boroughs of Elmbridge (West), Runnymede, Spelthorne and Woking. NWS CCG seeks to procure a range of community healthcare services for adults. The services will deliver a proactive approach to care that identifies and supports vulnerable people in the community, prevents serious illness and provides timely coordinated care in a way that integrates out of hospital care and support systems. The Provider will be required to work with the wider health and social care providers to develop and implement the model of care and to enable a fully integrated service to be delivered. Full details are provided in the procurement brief attached at Section 5 of this notice. Services. The indicative services to be procured include: •Community nurses •Specialist nurses to support core functions •Physiotherapists •Occupational therapists •Dieticians •Podiatry •Speech and language therapists •Care coordinators The community services contract currently in place includes both children’s and adult services and serves other CCGs. For the avoidance of doubt, this procurement covers only adult community healthcare services for NWS CCG. Other procurements and arrangements are planned for children’s community healthcare services and other CCG areas. Procurement process NWS CCG is following a Competitive Procedure with Negotiation whereby qualified Bidders will meet with the CCG to discuss innovative responses to the proposed model of care and to demonstrate how they will work with the NWS CCG and planned Neutral Partners to move towards an outcomes based contract. The procurement process for this Procurement is planned to include: Stage 1: Pre-Qualification Questionnaire Stage 2: Initial Proposals from pre-qualified Bidders Stage 3: Final Proposals from shortlisted Bidders After the PQQ stage, the CCG plans to introduce qualified Bidders to Neutral Partners. The CCG is working to secure Neutral Partner status for local GP Federations, local acute providers, local mental health providers and local ambulance providers. This means that it is planned that the proposed Neutral Partners will not enter into separate commercial relationships with Bidders and will not support one Bidder over another, but will be available to discuss plans with Bidders at scheduled sessions.
