First for Wellbeing is a Community Interest Company responsible for commissioning and directly managing a range of health and wellbeing services in Northamptonshire. First for Wellbeing is reviewing their 0-19 services with the intention of re-commissioning the service, with a new Contract in place from April 2018. We are seeking expressions of interest from potential providers prior to entering into formal procurement arrangements. The information set out below is indicative of our current overall plans for the service but is subject to change at any time up to the point that the tender is let. Please note that Expressions of Interest (EOI) must be completed online, via ProContract at www.lgssprocurementportal.co.uk by Tuesday 2nd May 2017. Further information relating to the PIN and EOI process can be found within the EOI Guidance Document. Please note that First for Wellbeing reserves the right to only invite those that have submitted an EOI to any further Tender stage(s). The current contract for 0-19 services in Northamptonshire has brought together four services that were previously commissioned separately; Health Visiting, School Nursing, Family Nurse Partnership and Breast Feeding. The current service specification (Appendix 1) includes all the mandatory functions set out in the National Healthy Child Programme with a range of wellbeing and health promoting activity. The service is currently delivered by Northamptonshire Healthcare NHS Foundation Trust. TUPE will apply to this procurement. First for Wellbeing intend to commission from a single provider, a new integrated, evidence based county wide service to meet the needs of the 0-19 population. The new service specification is currently under development. The specification will build on the existing specification and include all of the mandatory provision of services and delivery of the 0-19 Healthy Child Programme. However we intend that the new service will be procured through an outcome based contract and may include a number of additional outcomes for children and young people such as reduction of obesity, reduction of dental caries, reduction in unplanned pregnancy, reduction in the % of young people requiring referral to child and adolescent mental health services, a reduction in measurable health risk behaviour and the reduction in accident and emergency attendance for avoidable conditions in some age groups.
