HR Information SystemsNHHT has a requirement for a new system, or set of integrated systems, to deliver the following processes:1. Core HR – post and staff information, based on a post to post (Establishment) model, post data, costings, salary points, employee data, contact details, posts held, pay data & benefits. System to hold all permanent staff, temporary staff, volunteers, contractors/consultants etc. All data to be historical and reportable, accessible via self-service and provision of dashboards. We require a 2 way integration with Active Directory for key data. We require all data in our current system (ResourceLink RA01R10A) to be migrated;2. Recruitment and induction – recruitment requests, advertising and applicant tracking, recording assessments and outcomes and communicating these with the candidates, and employee on-boarding. Identification, tracking and recording progress against employee induction and probation requirements. We also require a microsite for candidate applications, and functionality for agencies to submit and track their candidates. We require integrations with our intranet (Drupal 6 – via RSS or XML feed) for posting internal jobs, and the ability to post jobs to external job boards and track responses; and with MS Office 2010, MS Exchange 2010 and MS Outlook 2010 for candidate communication and alerts;3. Pay, pensions and employee benefits – HMRC compliant payroll & expenses functionality including automatic calculation of back payments, calculation and processing of manual payments, salary sacrifice, pensions auto-enrolment, timesheeted hours for zero hours workers and permanent staff working additional hours, and provision of online payslips and expenses. We also require functionality for flexible benefits and total reward statements. We require integrations with Sun 5.4 (moving to 6.1) and BottomLine (Paybase 9 – C Series) to reconcile costs, and to make BACS payments. We require all data in our current system (ResourceLink RA01R10A) to be migrated;4. Performance management, employee relations and ill health case management – to carry out an online appraisal process (objectives, competencies, training and development needs), talent management and succession planning. Also for poor performance management and disciplinary issues (including case management, recording and tracking investigations, grievances, disciplinaries and other employee relations matters, sanctions/warnings, and outcomes for staff);5. Absence and attendance – time recording and leave/absence management. Time recording including recording hours worked (sometimes against multiple projects), support of multiple different terms and conditions, record, amend, track, and notify when triggers are hit (e.g. more than ‘x' sick days in a rolling 12 month period, or absences longer than ‘y' days etc.). Approval of time recorded to be mainly managed through exceptions. Management of overtime, additional hours and TOIL. Hours worked for some staff and additional hours/overtime to link to payroll. We also require timesheet facilities for external agency staff. Absence management including calculation of accrued annual leave (including zero hours staff), leave request management, taken annual leave, training, other absence types. Attendance and absence types (e.g. holiday/training) to be visible to staff and managers in team calendars. We require an integration with MS Outlook 2010 to either provide the facility to request leave or to update the relevant calendars with the agreed leave. We require all data in our current system (Kronos 5.2.15) to be migrated;6. Training and development – management of training courses/events from identified need (especially linked to appraisal process), set-up, delegate booking management, through to course delivery and feedback. Self-service facility for booking and waiting list functionality. Mandatory training to be allocated to posts and to drive manager and employee notifications. Send and record training outcomes, certificates, evaluation records after courses are attended and at later stages (e.g. after 3 months, 6 month, 12 months). Link to appraisal process to update;The system/s can be hosted by the supplier or by NHH.The system/s must authenticate users through their Active Directory account (single sign-on) and not require a separate user name and password for access.The system(s) must be able to be delivered using Citrix; NHHT operates a Citrix environment - thin clients (Wyse) load a desktop image that is streamed from a Citrix Provisioning Services (PVS) server. This is running Citrix XenApp 5 on a Windows 2008 (Release 1) SP2 platform.
