The Scottish Ministers has a requirement to purchase an oceanographic buoy with telemetry system Alternative provisions have been used in the past to collect a subset of measurements, but not all required variables can be measured at the mooring location in that way, the interim solution tied up equipment required for other projects, and real-time data transfer, which was part of the project deliverables, could not be achieved.
