NRW Timber Signs Framework 2014-2018

Descriptions

We intend to award a framework agreement for the production and delivery of timber signs across Wales. It is anticipated that the framework agreement will commence in September 2014 for an initial period of two years with the possibility of extension for up to two further years (2+1+1).We intend to accept up to three suppliers on this Framework Agreement, although we reserve the right to take a more appropriate number where necessary.Natural Resources Wales (NRW) has been set a very challenging timetable of replacing up to approximately 100,000 GBP worth of legacy branded signage by the end of March 2015, with another 50,000 GBP planned for the following year. We expect to place the first order as soon as the Framework is awarded, we reserve the right to split this first order into smaller batches to be awarded to more than one supplier should we deem it necessary to ensure the 14/15 timetable is delivered by the end of March 2015. This decision will be based upon lead in times, capacity and ranking of the suppliers awarded a place on the framework. All NRW Timber Signage for Forests and National Nature Reserves (NNR’s) will be made from sawn larch timber (or a species with equivalent natural durability, strength, routability, and ability to take paint). All timber used to deliver this contract must come with evidence of legality, sustainability and chain of custody, in accordance with Natural Resources Wales’ timber purchasing policy, further information is provided in the ITT. Timber must be suitable for signage; in particular it must avoid visible bends or twists and splits. The front surface of horizontal boards should be free of resin pockets and dead knots. Any areas to be routed should also be free of large knots. Painted surfaces to be planed and sanded smooth with between p80 - p120 sandpaper to minimise opportunities for algae to build up. Where horizontal boards are made up of narrower boards jointed together, the joint needs to be secure, avoiding visible cracks or protruding brackets. Plywood and other reconstituted panel products, such as MDF, must not be used – always use solid, sawn timber. We are an organisation committed to reducing the environmental impact of the products and services we buy, and are therefore looking to use paint products that have a reduced impact on the environment taking a whole life-cycle approach. If relevant, a Material Safety Data Sheet (MSDS) should be provided for chemical products that will be used in executing this contract, e.g. for paint products.Work may be commissioned by any member of staff working in NRW and may be delivered to any NRW location. The total value of this framework agreement over the entire period including any extension options will be in the region of 250,000 GBP to 350,000 GBP, although the final spend figure could be either significantly less, or significantly more than this figure depending on work programmes and budget availability. To express an interest and request tender documents please contact the Procurement Team at:Natural Resources WalesWelsh Government BuildingRhodfa PadarnAberystwythCeredigionSY23 3UREbost:procurement.aberystwyth@cyfoethnaturiolcymru.gov.ukTel: 0300 068 0334The closing date and time for enquiries is 18/07/2014 at 16:00hrs.The closing date and time for returning your completed ITT is 25/07/2014 at 14:00.
