NWL0157 Provision of Health Screening and GP Registration Services for Interim Accommodation Centres across NW London

NHS North West London requires the provision of health screening and GP registration services for asylum seekers residing in Interim Accommodation Centres (IACs) across North West London boroughs. This is in order to: •Provide timely access to healthcare for vulnerable populations. •To provide equity of access to healthcare across all NW London Boroughs for asylum seekers. •Continue to build an accurate picture of health and wellbeing needs of this cohort. •To reduce acute systems pressures in the system by the demand of the hotels utilising acute settings for routine primary care challenges. Key service requirements include: •To provide a 30 minute face to face health screening assessment with a GP within 15 working days of arrival; assessing communicable disease risk and status, wider health and wellbeing, mental health, medications. •To register the patient with a local practice. •To be able to offer patients ongoing GMS care including but not limited to: -Immunisation catch up (for all ages). -Onward referral to wider services. -To ensure that asylum seekers are accessing all services under PCN DES and wider LES provision. •To provide outreach clinics where possible on site in the hotels for screening. This would be to service approximately 7500 service users residing in at least 45 premises located across all eight (8) NW London boroughs, with the current highest concentrations in Hounslow and Hillingdon. NHS North West London currently has contract arrangements in place with Primary Care Networks (PCNs) where services are delivered at scale through NHS Standard Contracts. The contract term expires on 31st March 2028. The purpose of this PIN is to be transparent about NHS North West London ICB's intentions to include the services set out above within current PCN arrangements from September 2023 onwards (the estimated value in year 1 is £817,400). This would be a network-based contract, in order to map against and integrate with the work that is already happening at neighbourhood level to tackle health inequalities; this could mean there could be multiple providers even within one health borough location. The ICB is committed to assessing the needs of the service users and considering how it should meet those needs, and improving the quality, efficiency and integration of services. NHS North West London is of the view that the PCNs in the 8 boroughs of North West London are best placed to deliver these services because this provider group has access to the registered list of patients, can proactively identify patients, provide continuity of care and has access to the entire patient medical record. This will enable continuity of care and provide services at a location closer to patients' home. In the absence of capable providers coming forward by 17:00, 11th August 2023, the ICB intends to formalise the contract arrangements set out above.
