Springfields Fuels Limited (SFL) currently has a de-contamination facility, which contains a residue recovery area. The residue recovery area has been identified to contain a new fuel recovery process. The building is within a contamination and radiation area, which requires access over a containment barrier.Project OverviewA new process to recover approx 70 enriched fuel pellets per pin assembly is required. Once recovered the metal pin casing will be segregated and stored in a drum type container for waste processing. A new Obsolete Fuel Defab Rig (OFDR) will be designed to allow manufacture of this process.The OFDR will allow the safe loading of up to 30 metal fuel pins at a time via a ventilated/extracted containment area of the rig. The fuel pins range between ø15 mm — ø25 mm and 100mm-1500mm in length.The containment access doors will be hard-wired interlocked with the process control panel. The fuel pins will be held at each end to enable each end to be machined/parted off. A hydraulic hose will clamp to the parted off pin and be pressuried to approx. 4000psi, the control panel will monitor/control the pressure for a pre-determined time.The recovered fuel pellets will be transferred once touch dry to a Safe Geometry Container, which will be inside an enclosure which forms part of the rig.The complete rig will require glove-port access at various sections to enable operator involvement with manipulating the fuel pins throughout the process.The rig will be connected to the existing building extract system via a new damper system controlled by the new process rigs control panel.The OFDR manufacturing project will commence in October 2015 and a fully functional and qualified system is required by April 2016 to allow fuel recovery to commence in June 2016.The successful tender will then be identified as the supplier of choice to build, test, install and commission the system.
