The aim of the Offshore Wind Development Pathway tool is to help educate and provide a step-by-step, interactive, and publicly available guide of what is involved in developing an offshore wind farm in Ireland, and in doing so, showcase the wide-ranging opportunities across the sector. This resource will identify the offshore wind project development stages from concept through to end-of-life, the tasks and deliverables required at each stage, the associated timelines and costs, as well as clearly setting out the roles and responsibilities at each stage, specific to Ireland.A key element of this resource will be to highlight the resources and skills required to deliver each of the tasks and by doing so, setting out resource needs and the wide-ranging opportunities presented by the offshore wind sector. Through this online interactive tool, the level of resources required across the different stages will be mapped out to provide a roadmap for skills and certifications/qualifications required to advance to the next level. This resource would be a first of its kind for Ireland and would provide the opportunity to address skills in Ireland and identify where there are gaps in talent or capacity. In addition to the online tool, a more detailed assessment report focusing on the skills aspects, as outlined above, will be a priority deliverable.The piece of work will be developed in two phases and delivered over the course of 2023. The core deliverables (as outlined in Table 1 below) will be developed in Phase 1, with the additional deliverables, to maximise the impact and benefits of the tool, will be developed in Phase 2. Please note: Bidders are encouraged to provide additional value add suggestions for consideration within their proposals which they feel may strengthen the project and subsequent outputs.
