Online Newspaper Service for Wales
Descriptions
The Service must provide online access via a bilingual web based interface to a comprehensive range of daily and weekly newspapers, including newspapers from Wales. The range of newspapers accessible via the service must include an equal geographical spread from Wales and the UK including Sunday equivalents where appropriate.The newspapers accessible through the Service must incorporate a broad spectrum of styles, including tabloid and broadsheet publications, without preference to a particular style, publisher or political standing. The National Library of Wales (“NLW”), with funding from CyMAL: Museums Archives and Libraries Wales, a policy division of the Welsh Government, wishes to purchase an online newspaper service for Welsh libraries, the employees of Welsh libraries and individuals who are registered users of Welsh Libraries. The contract is for a period of 12 months beginning on 1 April 2013. NLW is not able to specify the levels of participation and use of the Service. Tenderers are asked to note that the following organisations together with: (i) the Organisations’ staff and (ii) the individuals who are registered as users with the Organisations (collectively the “Users”) are to be provided with access to the Service: all libraries within the 22 Welsh Local Authority Public Library Services; Welsh Higher Education organisations; Welsh Further Education organisations; Welsh Health Libraries; The Welsh Government; The National Library of Wales.Tenderers are also asked to note that the usage for the current online newspaper service both at the Organisations’ sites and via remote access to Users between January 2011 and December 2011 was as follows: On-site1,380,075Remote 165,799Total 1,545,874For more information on the National Library of Wales’ requirements and this tender process, please refer to eTenderwales.
