OPERATION & MAINTENANCE OF LANDFILL GAS AND LEACHATE MANAGEMENT SYSTEMS AND PROVISION OF CLOSED LANDFILL SITE SERVICES AT CORBY CLOSED LANDFILL

The site is approximately 13ha in size with up to 16m deep waste and was created in a quarry void left from the opencast mining of ironstone. The gas is extracted and flared off and the leachate is treated on site by x3 treatment lagoons and then discharged to a foul sewer. The site holds an Environmental Permit and a Trade Effluent Consent. The Contractor will be responsible for the operation and maintenance/servicing/audits of the gas flare and associated infrastructure (wells, KOPs, manifolds and pipework). The Contractor will also be responsible for the operation and maintenance/servicing/ audits of the leachate treatment lagoons and associated leachate extraction/collection infrastructure including the discharge line and discharge point, inlet & outlet flow meters, aeration system, diffusers, discharge pump, transfer pump, control panel, gravitational stop valve, groundwater sump and groundwater flow meter. The Contractor will be required to operate and maintain/service the pneumatic pumps and associated equipment within the wells at the site and also operate and maintain/service the compressor and associated pipelines. The Contractor will be required to install new monitoring boreholes or extraction wells when requested. The Contractor will be required to take monthly leachate samples and undertake fortnightly gas balancing. The Contractor will be required to undertake environmental monitoring requirements authorised by the Council, and checking, inspecting and maintenance of the monitoring points. The Contractor will be required to undertake weekly site inspections and produce a written inspection sheet. The Contractor will be required to uphold and have technical input into the Gas Management and Leachate Management Plans and any other technical and operational notes and papers. The Contractor should also contribute their expertise and recommendations to any other site operations and performance issues. The Contractor will be required to provide a technically competent person for the purposes of Environmental Permitting. The Contractor will be required to report to the Council weekly and quarterly. The Contractor will be required to undertake regular vegetation control (and pest control if required) within the leachate treatment plant. The Contractor will be required to manage all automatic dial out units as required. The Contractor will be required to attend emergency callouts. The Contractor will be required to attend regular contract meetings with the Council and the Council's technical advisors. The Contractor may be required to undertake authorised repairs/replacements/ upgrades to the gas and leachate extraction systems and the leachate treatment system. The Contractor will be responsible for removing and disposing any fly-tipped waste within the perimeter of the landfill site.
