Natural Resources Wales are seeking a Organisational Development & Learning ManagerDirectorateOrganisational Development & People Management (ODPM)TeamOD & LearningJob LocationCardiff (Ty Cambria), or Aberystwyth or Bangor (Maes y Fynnon)Contract 12- 18 months secondment or agency contractHours:Part-time - circa 20-25 hours (3-4 days) per week, with flexibilitySalaryCirca £50,000 full-time equivalent (pending job evaluation)Job purposeThe purpose of the role is to:•Implement Natural Resources Wales’ (NRW’s) organisational development (OD) strategy and supporting plans and policies, which enable the delivery of the organisation’s purpose and corporate plan.•Provide specialist expertise to the Executive Director, ODPM, the Executive Team and Directorates in the development of organisational culture, performance management, leadership, employee engagement, and equality and diversity, including the development of Welsh Language.•Lead and manage a team of practitioners in the development and delivery of OD and learning activities and programmes, to support the corporate and annual business plans.•Lead / support corporate responsibilities across NRW, contributing to the transformational agenda e.g. Teams and People Steering Group, Management Development Steering Group, Leadership Team Development Group.Reports to:Executive Director, ODPMDirect Reports:Learning and Development SpecialistSenior Equalities AdvisorAdditional Team Members Workforce Analyst(report to Learning &Welsh Language Policy AdvisorDevelopment Specialist)Welsh Training SupportLearning and Skills Development AdvisorJob Specific ResponsibilitiesDelivering results•Communicate and implement our OD strategy and associated plans that support our corporate plans and values, enabling NRW’s vision for sustainable resource management.•Lead the provision of high quality and inspirational management and leadership development initiatives, including coaching and mentoring, that will enhance our current and potential capability.•Develop a structured approach to talent management and succession planning that offer effective development for our staff and ensure long term business continuity through change.•Guide and support managers in the planning and implementation of change and organisational development initiatives, liaising closely with the senior ODPM colleagues as appropriate to achieve a successful shared outcome that has a positive and measurable impact on the business.•Ensure an understanding of strategic workforce planning in the business, and, with the business, develop an overall strategic workforce plan to identify capability gaps, plan and provide for current and future learning and development needs that demonstrate best value.•Working with the senior ODPM team, create opportunities for re-skilling people in order to enhance flexibility and create career pathways in the organisation and sector.•Enable NRW to become an employer which truly enhances equality and diversity, and helps the organisation become bilingual in its use of the Welsh language with customers and internally.•Ensure effective learning is in place across the organisation, which is prioritised, maximises the use of a wide range of approaches including e-learning, and evaluated to inform future investment.•Working with Communications, lead our people survey to support staff engagement, provide clear analysis of feedback and management action on the results, reporting to the Executive Team and Board.•Lead the development of business teams in NRW, together with the development of the organisation’s Management Team and Leadership Team.•Facilitate key workshops and, working with others, develop approaches to facilitating large group events.•As a senior member of the ODPM team, work collaboratively to achieve synergy in the development and implementation of ODPM strategies; contribute to the planning and delivery of ODPM activities and projects ensuring that annual plans are successfully resourced and achieved.•Continuously develop the understanding, communication and embedding of a culture of positive performance management and people development as fundamental to business success.Building relationships•Develop and maintain positive engagement with internal customers.•Build effective relationships and networks both within and externally, as appropriate, to support achievement of OD strategy and plans.•Maintain and develop strong working relationships with Trade Unions on OD and people development matters.•Work with suppliers of leadership / management development and learning to ensure effective partnerships and best value.Setting strategic direction•Provide effective leadership in support of NRW’s mission and values, and embed fundamental concepts of a learning organisation with sustainable development as a core principle.•Deliver organisational wide corporate actions and responsibilities for Natural Resources Wales, and contribute to the transformational agenda e.g. Teams and People steering group.•Engage with staff, their representatives and suppliers to communicate the Strategic Direction of the organisation.•Contribute to the creation of annual business and delivery plans.Ensuring effective governance•Develop and present papers to ET, Remuneration Committee and, where necessary, the Board on key subject areas such as OD strategy, strategic workforce planning, equality and diversity, Welsh language and staff survey.•Ensure key measures are identified to drive the right behaviours to improve the organisation’s development and the operational management of people, reporting to the Board and Executive Team as appropriate.•Ensure the effective management of budgets and records.•Have a personal delivery plan that sets out personal accountability for specific aspects of the overall plan.Developing people•Provide motivational leadership to OD and Learning staff, planning resources and priorities, developing skills and competencies that will enhance the capability and credibility of the team and ensure achievement of agreed outcomes and performance objectives.•Acts as coach to direct reports and as a mentor to others to improve performance and release potential.•Engages with staff at all levels to maintain an open and transparent organisational culture welcoming challenge and ensuring compliance.Job Specific Criteria1)Senior and substantial experience and/or a professional qualification (CIPD) as a change manager and or/ human resources professional – Essential2)Senior and substantial OD experience, preferably with an OD professional qualification or CPD which demonstrates OD specialist – Essential3)Knowledge and understanding of some or all parts of the NRW business portfolio -Desirable4)Able to manage complex and competing priorities – Essential5)Exercises good judgement and be willing to held to account for decisions, actions and choices made personally and by staff for whom you are responsible -Essential6)Provides solutions to people related challenges - Essential.7)Excellent verbal and written communications across multiple stakeholders – Essential.Welsh Language Requirements: Level 1Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team.
