P0480 - Birmingham Municipal Housing Trust (BMHT) - Off-Site Manufactured Housing - Market Engagement

Birmingham City Council will commence the procurement of a supplier to deliver up to 94 off-site manufactured homes following the completion of the market engagement period. It is anticipated that the procurement activity will take place from December 2020 onwards. The Council is preparing to launch its BMHT Off-site Manufactured Housing development programme in late 2020. This programme aims to bring forward a pilot programme of sites for residential development of approximately 94 units using off-site manufacturing solutions. Tenderers will be required to construct pre-designed archetypes that have already been developed by the Council on some of the sites. On two of the sites, tenderers will be required to use their own house type designs or adapt the Council's standard house types in agreement with the Council. Five sites have planning permission and five others are in the process of being designed for submission for planning approval or outline planning approval. Tenderers must be prepared to undertake associated ground works including all utility connections and associated high quality landscaping, offering a turn-key approach to providing homes commissioned and ready to occupy. Birmingham City Council invites interested parties to engage with us so that we may capture the thoughts and views of the housing market to ensure that the implementation of our procurement strategy will deliver robust competition and achieve value for money outcomes for the Council. To participate in this market engagement exercise, please download the questionnaire and complete and return by no later than 15:00 on Friday 6th November 2020. The returned questionnaires will inform the Council's procurement strategy. The Council may wish to discuss each completed questionnaire directly with the submitting organisation; however, no statement by any party within the questionnaire will form a part of the subsequent procurement processes - participation in this market engagement exercise does not commit either party to participate in the subsequent procurement processes - participation in this market engagement exercise is not a condition of participating in the full procurement process. The Council will be using its e-tendering system (In-Tend) for the administration of this market engagement and providers must register with the system to be able to express an interest.
