Parenting Programme Provision (Flying Start)

The purpose of the Flying Start Programme is to:1.1 Support families to give children the best start in life1.2 To offer improved child development opportunities through high quality childcare, additional health support, and parenting support programmes, including Language and Play, Parent Nurturing Programme, Incredible Years Toddler programme1.3 To improve engagement of families with Flying Start opportunities by offering services based within Flying Start communities1.4 Parents and carers with children aged under 4 years who live in the postcodes of the identified Flying Start catchment areas within Caerphilly County Borough will be eligible to access the Flying Start programme 1.5 Parents and carers eligible will be able to access universal parenting groups, parenting programmes as well as individual family support to initiate engagement, dependant on their family needs, delivered through the Flying Start programmeThis service aims to engage with parents to support the development of their parenting skills and increase parental capacity. Through positive parenting the children will achieve increased health and well being, including emotional intelligence and skill development. The increased parental capacity may be measured through long term decreases in number of children taken into care, increased educational achievement and decreased need for referrals to specialist interventions. Parenting programmes are courses specifically aimed to increase parental capacity aiming to have a direct impact on well being of the child. The parenting programmes delivered must be evidence based and agreed with the Service Purchaser. The parenting programmes delivered through this service specification are Family Links Parent Nurturing Programme, Incredible Years Baby and Toddler programmes and, to a smaller extent, Parentline Plus. All will require an assessment pre and post delivery to measure impact of the course on the parents accessing it, for example, TOPSE.Individual family support offered in the home recognises the individual needs of families. The needs should be identified using evidence based evaluation tools agreed in advance with the Service Purchaser, for example the Home Inventory Toolkit. There are various needs that might be identified: the need for engagement with the family and the impacts of social isolation; specific needs needing a particular intervention e.g. cooking skills or budgeting or relationship or housing issues; linking in to other universal and community services. Individual support should be time limited and support the parent’s capacity to become self-sufficient. Where there are specialist services required we would expect the service provider to work in partnership with the relevant professionals, for example, breastfeeding support offered through the Health Visitor, cooking skills developed with the Health Outreach Team.
