Aneurin Bevan University Health Board (ABUHB) are seeking a Traffic Management Partner (TMP) to work with, in order to support the implementation of the car parking policy. The partner will be responsible for the administration of a Parking Charge Notice Scheme (PCNs) on 5 hospital sites.Royal Gwent HospitalSt Woolos HospitalCounty HospitalSt Cadocs HospitalNevill Hall HospitalWe reserve the right to implement at other ABUHB sites if deemed necessary.ABUHB acknowledges that due to the emotive and sensitive nature of parking enforcement, the TMP must always consider the needs for all our staff, patients and visitors to be treated equally.ABUHB recognises that the successful implementation of a new parking and traffic management regime will require a communication strategy to ensure that all car parking policies are communicated clearly and effectively in a timely manner to all stakeholders affected by the scheme:StaffPatientsVisitorsContractorsSuppliersTrade Union PartnersCommunity Health Council (CHC)PoliceLocal AuthorityABHUB operates a number of hospitals, three of these are located in or close to town / city centres and have limited car parking capcity for patients, visitors or staff.The use of hospital parking arears by other users creates congestion, inappropriate parking and frustration for legitimate users.ABHUB are looking for a fully supportive back office ticket processing service from the TMP but will provide an in-house team to issue the PCNs.The Selected Partner will be required to Provide:A free consultancy service to ensure ABUHB Car Parking Policy and system is designed in accordance with the best practice and adheres to the British Parking Association (BPA) Code of Practice.That all sites are appropriately lined and have sufficient nd appropriate signage to allow effective and transparent car parking notices to be implemented.A completely managed system for the administration, training and effiecient collection of "parking charge contraventions". (Please submit any details of the training to be provided)A breakdown of all costs of hardware, technology, IT system, licences etc, required for the administration of the system.A fully transparent system with a full appeals process is essential. (The appeals process may sit with the ABUHB to administer)Recipients of a PCN will be given a period in which to appeal the charge. Appeals will be handled by the ABHUB with the support of the local Community Health Council.Unchallenged PCNs will be passed onto the TMP who will process the PCN and recover the charge from the vehicle user.The charge recovered will be proportioned between the ABUHB and the TMP at a ratio to be agreed.The parking charge is to be agreed between the ABHUB and the Partner Operator; However the figure will be comparable with other Welsh NHS sites operating similar systems.The actual numbers of illegal users are unknown. If the scheme is successful it is expected that the number of PCNs issued will reduce over a short period. The intention of the scheme is to discourage illegal parking and not to create a revenue stream for the ABHUB.The contract will run for a period of three years with one renewal option of a two year period.
