Partner Schools and Colleges Cycle Framework.

— Greater Manchester has embarked on an ambitious Cycle City programme, with the vision of making Manchester a healthy, safe, sustainable city region where people want to live and work. The aim of our Cycle City programme is to secure a cultural shift to make cycling a mainstream form of transport for all, regardless of age or ability and lead to a 300 % increase in cycling over the full programme to 2025.— Transport for Greater Manchester (TfGM)‘s successful bid to the 2nd round of the government's Cycle City Ambition Grant (CCAG2) secured a total of 22 100 000 GBP which is to be delivered by March 2018. The Cycle City programme is underpinned by the Greater Manchester Cycling Strategy, which is formed of 7 core investment frameworks. 1 of these frameworks is Component 3 — Partner Schools and Colleges which has 1 000 000 GBP of the overall budget ring fenced for 10 Schools and Colleges (age 11-18) in Greater Manchester. The investment is focussed on students (11-18), however the funding can also benefit staff and the community.— Each school and college will develop bespoke action plans and designs which will set out the key items they'd like to fund through the programme. In order to build on existing and future CCAG investment, TfGM invited all secondary schools and colleges in Greater Manchester that are within a maximum of 1km of CCAG 1 and CCAG 2 cycle infrastructure (existing and planned schemes) to submit an Expression of Interest. These were then evaluated and the 10 highest ranking schools and colleges were selected in February 2016 based on set criteria.— There is provisionally 100 000 GBP allocated to each school/college for delivery of works for a scheme developed from an action plan, however the supplies and associated works called-off via the framework agreement shall only include specific items as identified in the output specification. These are categorised as follows (If the schools and colleges action plan includes works items outside of the scope of this framework, then these shall be procured separately):1. Cycle Parking,2. CCTV and lighting,3. Lockers,4. Cycle storage containers,5. Cycle route access (on-site only).— TfGM have appointed AECOM to work with schools to identify the most appropriate interventions on their sites, produce outline designs and gain planning permission when required. Suppliers appointed to the framework agreement will be required to develop the detailed designs for the schemes.— This framework agreement is being procured by TfGM which will enable each school or college partner allocated funding to “call-off” from the framework, award an individual contract and subsequently manage the individual schemes. TfGM will retain a strategic role overseeing the operation of the framework, but not individual contracts awarded by the schools or colleges.— The framework is also available for use or “call-off” by TfGM and any affiliated organisations and successor organisations including the Greater Manchester Combined Authority (GMCA), Rail North, Transport for North (TfN), the 10 members of the Association of Greater Manchester Authorities, The 10 members of the Urban Transport Group and Cheshire West and Chester Council. The following partner schools and colleges may call-off from the framework: The Oldham College, Chorlton High School, West Hill School, Manchester Enterprise Academy, Loreto High School, Cheadle Hulme High School, Bolton College, Oldham 6th Form College, Wigan and Leigh College and Cheadle & Marple College.
