The North Western Universities Purchasing Consortium Limited (NWUPC) is inviting tenders to establish a framework agreement for the provision of portable appliance and fixed wire testing on behalf of members of the consortia detailed below.Starting 1.2.2015 to 31.1.2018 plus a 12 month extension until the 31.12.2019This is split into the following lots:Lot 1 Portable Appliance Testing (England, Wales and Northern Ireland)Lot 2 Fixed Wire Testing (England, Wales and Northern Ireland)Lot 3 Portable Appliance Testing (Scotland)Lot 4 Fixed Wire Testing (Scotland)The Authority is procuring the framework agreement as a central purchasing body for itself and other contracting bodies and is managing this procurement process in accordance with the Public Contracts Regulations 2006.The authority wishes to establish a multi supplier provision for all 4 lots of the framework agreement for portable appliance and fixed wire testing.The Authority wishes to establish a multi-provider Framework Agreement for the provision of portable appliance (PAT) and fixed wire testing (FWT). The Authority is managing this procurement process in accordance with the Public Contracts Regulations 2006 (the Regulations).The framework agreement will include, as a minimum, the provision of PAT, FWT, remedial work and any associated work and/or products.The Authority is providing the framework agreement as a central body for itself and Other Contracting Bodies (OCB). This means that OCBs referred to in the OJEU notice may also participate in the framework agreement.The framework agreement is being procured on behalf of all current and any future members of NWUPC, NEUPC, SUPC, APUC, LUPC, HEPCW and CPC. The framework agreement will commence on the 1.4.2015 for an initial period of 3 years until 31.3.2018. Any other Higher Education (HE) or FE institutions within the UK wishing to participate in this agreement is only able to do so via a subsequent application that is accepted by the NWUPC.The membership of the consortia may change in the future owing to strategic realignment or the inclusion of new full or associate and affiliate members who could be outside the education/research sector, but within the public sector.Institutions that are not members of the consortia may be subject to the payment of an additional access fees on an annual basis to the co-ordinating body in respect of their use of the agreement. These fees are individually agreed up-front with each institution and may be waived at the discretion of the NWUPC. The agreements will also be made available, during their incubation period, to those participating institutions spin-off companies where 50 % or more of their equity is owned by a participating institution or group of participating institutions.There is however no guaranteed level of expenditure on this agreement; the competitiveness, level of service offered and marketing effort of the chosen suppliers will be a large factor in determining how many institutions support the agreement.
