Staffordshire County Council is working as the procurement lead for a number of Waste Collection Authorities (WCAs).The authorities have a requirement for a contractual arrangement to facilitate the receipt and processing of dry recycling materials arising from collection rounds.A service is required for the reception and treatment of collected dry recycling material. Suitable sorting and delivery points may also be considered from which the contractor may transfer the material to the appropriate processing facilities. The service will also include the transfer of the materials to suitable merchants or processors. The WCAs will also require the provision of a full audit trail regarding volume of materials, processors or outlets used and the ultimate destination of each material stream.
