The personal health budget delivery programme supports CCGs and their partners to introduce personal health budgets well, in line with policy requirements. The current policy requirement is that there will be between 50,000 and 100,000 personal health budgets by 2020. In addition 9 ‘Integrated Personal Commissioning’ sites are to be established across England, with a remit to introduce a “radical new option in which individuals could control their combined health and social care support” at scale for large cohorts of people. Whilst not confined to the establishment of personal health budgets, their introduction and scale up is a key component of them. In 2016/17 approximately 10 new sites will be recruited as a ‘Wave 2’. A support programme is in place to deliver hands on help to these areas. The outcomes for the programme, and for work delivered through this requirement, are: •that every area of the country is supported to understand, develop and start to deliver personal health budgets in CHC and beyond in line with the NHS Planning Guidance and future Personal Health Budget policy, to achieve between 50,000 and 100,000 by 2020; and •that leading areas, such as Integrated Personal Commissioning sites, are supported to introduce personal health budgets ahead of the expectations on other areas, including through the establishment of integrated processes with social care, or in particular new and innovative areas. The requirement is for a potential range of services and supports including: a)To provide 1:1 support and mentorship to managers seeking to introduce personal health budgets; b)To provide design and facilitation support to the development and running of workshops and programmes, alongside NHS England colleagues. To provide graphic facilitation at events; c)Expert sessions or speakers – to provide specialist content; d)To be able to present informative and interesting presentations and webinars about specific elements of personal health budgets and associated subjects; and e)To support or lead the development of training materials such as guidance, e-learning, training plans and activities. These requirements have been commissioned through NHS England's Call Off Contract with Capita (via the Crown Commercial Service Civil Service Learning Framework RM1568).
