Descriptions
The NWUPC has a requirement to establish a Framework Agreement for the supply of Plumbing, Sanitary and Heating Equipment, Supplies and Associated Services. NWUPC is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the ‘Regulations’) on behalf of Member Institutions of NWUPC, NEUPC, HEPCW, SUPC, LUPC and CPC.The NWUPC is establishing the Framework Agreement as a central purchasing body for itself and Its Member Institutions (Other Contracting Bodies (OCB)). This means that Member Institutions referred to in the OJEU Notice may also participate in the Framework Agreement.This Framework Agreement will commence on 1.1.2016 for an initial period of 24 months until 31.12.2017 with the option to extend the Framework Agreement for 12 months until 31.12.2018 and a further 12 months until 31.12.2019 subject to satisfactory Economic Operator performance.The Framework Agreement will be split into three lots as follows:Lot 1 — Supply of Plumbing and Sanitary Equipment, Supplies and Associated Services;Lot 2 — Supply of Heating Equipment, Supplies and Associated Services;Lot 3 — 1 Stop Shop.The Tenderer can apply for a single lot or for multiple lots. You only need to complete and return one ITT document no matter how many lots you are applying for. However you must indicate in section 4 Lot Application which of the lots You wish to apply for. You will also have to complete any lot specific pricing documents. A full list of the documents required for a complete tender submission is provided in section 19 Document Checklist. Each bid will be assessed on its own merits and each lot will be awarded separately. Successful award on a particular lot does not enable You to supply under any other lot.Lot 1 Supply of Plumbing and Sanitary Equipment, Supplies and Associated Services includes, but is not limited to, the following scope;Equipment and Supplies:o Fittings (Compression/Soldering)-Copper & Brass;o Cast Iron (Rainwater);o Internal & External Plastic (Tube and Fittings) Including Waste, Drainage and Soil;o Sanitaryware, Baths;o Showers and Shower Accessories;o Sinks and Fittings (includes Taps); ando Plumbing Sundries.Associated Services:o Managed Services including but not limited to Managed Stores. Managed Stores will be primarily for the product categories through this lot, however it is envisaged that a small percentage of spend (10 % or below) may be for product lines including but not limited to Electrical, Decorative and Building Equipment and Supplies.o It is not a mandatory requirement that the Supplier is able to provide these associated services.Lot 2 Supply of Heating Equipment, Supplies and Associated Services includes, but is not limited to, the following scope;Equipment and Supplies:o Accessories;o Boiler Parts;o Brass Fittings;o Copper Fittings;o Heaters;o Iron Fittings;o Pumps;o Radiators;o Thermostats; ando Valves.Associated Services:o Managed Services including but not limited to Managed Stores. Please indicate in 15.9 the geographical locations you are able to service through the Framework Agreement.Estimated annual value is based on the NWUPC, NEUPC, HEPCW, SUPC, LUPC and CPC Member Institutions' spend on the current Plumbing, Ceramics, Heating and Ventilation Equipment and Supplies Framework Agreement during the dates specified. The current Framework Agreement is not broken into lots, therefore the estimated spend detailed below is for Lots 1, 2 & 3 (Lot 1 — Supply of Plumbing and Sanitary Equipment, Supplies and Associated Services, Lot 2 — Supply of Heating Equipment, Supplies and Associated Services and Lot 3 — One Stop Shop).NWUPC 458 436.92 GBPHEPCW 34 144.76 GBPLUPC 264 070.65 GBPNEUPC 352 637.10 GBPSUPC 903 302.08 GBPCPC 434 128.76 GBPTotal Estimated Value 2 446 720.27 GBP.There is however no guaranteed level of expenditure on this Agreement. NWUPC is looking for Tenderers who will actively promote and market the Agreement. The competitiveness, level of service offered, and marketing effort of the successful Economic Operators will be a large factor in determining how many Member Institutions support the Agreement. The expenditure achieved by each Economic Operator via the Framework Agreement will be reviewed on the anniversary of the Agreement each year. If an Economic Operator fails to achieve any expenditure during that period, consideration will be given to removing that Economic Operator from the Framework Agreement.The Framework Agreement is open to the current Member Institutions & affiliated Public Sector Bodies including FE colleges and the Research Councils (http://www.rcuk.ac.uk/) as defined by the above Consortia. Any other HE or FE Institution within the UK wishing to participate in this agreement is only able to do so via a subsequent application that is accepted by the NWUPC. The Membership of the Consortia may change in the future owing to strategic realignment or the inclusion of new full or associate Member Institutions, who could be outside the education/research sector, but within the public sector. Institutions that are not Member Institutions of the Consortia may be subject to the payment of additional access fees on an annual basis to the coordinating body in respect of their use of the Agreement. The agreements will also be made available, during their incubation period, to those participating Institutions' spin-off companies where 50 % or more of their equity is owned by a participating Member Institution or group of participating Member Institutions.At some point during the life of the Framework Agreement the current Member Institutions of the following Consortia may wish to utilise the Agreement and should have access at any point with the permission of NWUPC. Therefore, it should also apply, with the express written permission of NWUPC, to any Member Institution of any other Higher or Further Education regional purchasing consortium or any other Higher Education Institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this Agreement. NWUPC will only grant permission at the request of the consortium; or an Institution if it is not a Member of a Consortium. This Agreement is not intended to replace any current Agreements that either participating or non-participating Consortia may already have in place. A list of the current Member Institutions of those HE and FE regional purchasing consortia is as follows:APUC http://www.apuc-scot.ac.uk/#!/membersThis framework agreement will be open for NWUPC, NEUPC, HEPCW, SUPC, LUPC and CPC members for European Regional Development Fund (ERDF) projects.
