Background and Scope The City of London Corporation is seeking to commission a Lead Provider organisation with demonstrable experience in delivering complex health and social care services to develop and manage a London-wide Inpatient Detoxification and Stabilisation (IPD) Framework Model. This model will support both London residents and individuals who are sleeping rough or at risk of rough sleeping. Building on the existing Pan-London Substance Misuse Programme, the Lead Provider will help realise the City’s ambition to: • Establish long-term, sustainable, and geographically dispersed IPD provision that effectively meets diverse and complex client needs; and • Deliver equitable, pan-London access to IPD services for all London Local Authorities. Estimated Contract Value: £800k - £1.2m per year @ two year contract Overview of the London Inpatient Detoxification and Stabilisation (IPD) Framework Model This initiative represents a significant opportunity to collaborate with partners across London to transform the delivery model for Inpatient Detoxification and Stabilisation (IPD) services. The aim is to create a more accessible, inclusive, and responsive framework that supports health inclusion groups and contributes meaningfully to reducing health inequalities across the capital. The IPD Framework will enable access to a broad range of IPD units tailored to meet diverse and complex client needs. The appointed Lead Provider will be responsible for developing coordinated working pathways between IPD units and London Local Authorities, ensuring consistency of care and equitable access. A key feature of the Framework will be the strategic distribution of IPD bedspaces across the country, with a particular emphasis on increasing availability within London. The model will encompass: • Specialist inpatient medically assisted withdrawal beds; and • Residential medically assisted withdrawal beds. To provide the required stability and guaranteed access, block booking of a proportion of IPD bed capacity will be essential. The Lead Provider will also design and host an online IPD Framework Portal—an interactive platform enabling Local Authorities, substance misuse services, and service users to explore available provision and make informed choices. While the initial focus will be on IPD service delivery, there is potential for future expansion of the Framework to include Residential Rehabilitation beds, creating a more integrated pathway of care and recovery.
