The Potensial programme is an innovative scheme which has been developed to provide bespoke learning programmes for young people in danger of becoming NEET and additional Learning Coaching support for those at the end of Key stage 3 in year 9. The requirement is to provide a range of learning activities to those identified as potential NEETS with the intention of them obtaining relevant qualifications at the end of the project. The activities are divided into four distinct areas of training as identified below covering the six major towns in the county. A copy of which is attached to this notice for further information.The expenditure for the provision of the Potensial Learning Programme for the forthcoming arrangement is difficult to predict, however, as a guide we can advise that the estimated expenditure for all four elements of the project will be in the region of £465,000 over the lifetime of the agreement. It is difficult to predict the precise spend for each of the activities as we do not know which activity area the students will opt for at this point in time.It is anticipated that the agreement will commence on 5 September 2011 and end at 31 May 2014. The Authority is not seeking a single all-embracing arrangement with any one organisation but to establish working relationships with a number of organisations, with a minimum of 3 and a maximum of 6 in each lot, and use each of them as and when appropriate requirements arise on a case by case basis dependant upon ability to meet required timescales and the activity required.
