The aim of the Price Benchmarking Services Contract is to benefit the UK government's commercial capability through the sourcing of independent evidence to be provided by a suitable Supplier.Benchmarking is to form a significant part of the Government Procurement Service's approach to quantifying price savings, measuring price competitiveness, increasing buyer negotiation leverage and assessing supplier compliance with price formulas.The benchmarking exercises will also encourage suppliers to provide the best value for money for the products and/or services they offer in the marketplace, in order to win tenders/contracts.The Government Procurement Service therefore wishes to award a Contract for one (1) year, with the option of a one (1) year extension, to a single Supplier which can provide Price Benchmarking Services on the Government Procurement Service's commercial categories.In addition, it is envisaged that the Authority may wish to offer customers the opportunity to check the prices they are paying against those available in the private sector or through the Authority's commercial arrangements.The Price Benchmarking will be based on a ‘basket of goods' of up to 200 items for each Category which will be drawn from the full range of a Category's products and services. The Supplier must be able to provide Price Benchmarking services for at least one of the following Categories but may use a Sub-Contractor(s) to be able to cover the remaining Categories:— Communications;— eCommerce (Purchase and Fuel Cards);— Energy;— Fleet;— ICT;— Office Solutions;— Professional Services;— Property & Facilities Management; and— Travel.The Potential Provider shall be expected to conduct between 6 and 18 Price Benchmarking surveys during the Contract.
