BACKGROUND AND INTRODUCTION The current Prison Operator Services Framework (POSF) was established in June 2019 and will expire in July 2025. As a result, the Authority is in the process of establishing a new framework, Prison Operator Services Framework 2 (POSF2). To inform the market and generate interest, the Authority has previously conducted a series of market engagement events. To build on this, a two-week period from w/c 4th August 2025 to 15th August 2025 has been identified to hold further market engagement events prior to the launch of Prison Operator Services Framework 2 (POSF2) in Autumn 2025. The proposed events are as follows: Event 1 - Social Value at 1:30pm - 2:30pm on Tuesday 5th August 2025 via Microsoft Teams Event 2 - Commercial Aspects at 2:30pm - 4:30pm on Monday 11th August 2025 via Microsoft Teams Event 3 - Prison Types, Cohorts and Specialist Needs World Cafe Event at 9:30am to 4pm on Wednesday 13th August 2025 at Pinsent Mason's offices in London (30 Crown Place, Earl Street, London, EC2A 4ES) In addition, the Authority has outlined the indicative procurement timetable below to provide visibility of the expected key stages and timings of the procuremnet process. Please note, these dates are not final and are subject to change. Premliminary Market Engagement Events - 4th August 2025 to 15th August 2025 Invitiation to Tender and Conditions of Participation published - 20th October 2025 Deadline for responses to Conditions of Participation - 7th November 2025 Evaluation of Conditions of Participation submissions - November 2025 Issue Conditions of Participation feedback to Bidders - November/December 2025 Bidder Engagement/Dialogue - January 2026 Invitation to Submit Final Tender published - February 2026 Deadline for submission of Final Tenders - April 2026 Framework Agreement Award - November 2026 EVENT 1: SOCIAL VALUE This event will be held virtually via Microsoft Teams and will be delivered by the Ministry of Justice (MoJ) Commercial Social Value Lead. The event will provide an overview of the MoJ’s strategic approach to Social Value. The Cabinet Office published PPN 002 in February 2025 which outlines how the Social Value Model should be used and the required social value weighting in procurement; POSF2 and subsequent Mini-Competitions must incorporate this guidance. This reflects the Government’s strategic priorities as outlined with the National Procurement Policy Statement. Suppliers should note that the application of PPN 002 in respect of the procurement for POSF2 and any subsequent call-off procurements will be addressed during each procurement and not at this event. EVENT 2: COMMERCIAL ASPECTS This event will be held virtually via Microsoft Teams and will be delivered by the MoJ Commercial team. The event will aim to provide suppliers with key information such as: - The use of an Open Framework, including the process of reopening throughout the term of the Framework - Conditions of Participation (COP) stage, including the technical, financial and legal requirements - The draft Framework Agreement - The Model Call-Off Contract, including contract length and extension provisions - Response Criteria - Projected Pipeline throughout the term of the Framework EVENT 3: PRISON TYPES, COHORTS AND SPECIALIST NEEDS WORLD CAFE EVENT Following the success of the World Café event in September 2024, the Authority is providing the opportunity for suppliers to speak to a wide variety of Subject Matter Experts (SMEs) across the Ministry of Justice (MoJ) and His Majesties Prison and Probation Service (HMPPS). This is an in person only event held at Pinsent Mason’s offices in London. This event will enable suppliers to talk about the challenges, opportunities and strategic direction for their areas of service delivery. This event is designed to enhance supplier understanding of the requirements to be awarded a place on POSF2 and help suppliers design services that protect the public, reduce reoffending and change lives. There are different types of prisoner and prisoner needs within the private prison estate. This event will cover consideration of prison types, cohorts and specialist needs in the delivery of a quality custodial service, including: - Gender (male/female split) - Security Category - Persons Convicted of Sexual Offences (PCoSO) - Sentence type (remand, unsentenced, sentenced) - Sentence length - Ages (children, young people and adults) - Foreign National Offenders (FNOs) - Prisoner's specific needs (Drug and Alcohol use, Mental Health and Neurodiversity) Please note, the topics listed may be subject to change but will be finalised once information sheets are provided prior to the event, detailing which SMEs will be in attendance. Please note there is a maximum of 5 attendees per organisation for each event. For suppliers who have not previously expressed an interest in POSF2 but consider they have the capability and capacity to deliver prison operator services under POSF2, please register for this procurement opportunity on the MoJ’s e-procurement portal, Jaggaer, under PQQ_404 - Market Engagement for Prison Operator Services Framework Agreement - Generation Two.
