The Welsh Government (WG) invites suppliers to submit a tender to undertake a process evaluation of the Essential Skills for those serving sentences in the Community (ESSC) Pilot.In April 2015 the Welsh Government launched the Essential Skills for those serving sentences in the Community (ESSC) Pilot in response to new rehabilitation arrangements that resulted from the a restructuring of probation services. The ESSC Pilot delivers essential skills training up to and including level 2, to adults serving their sentences in the community under supervision. The evaluation of the Pilot will inform the future development of this provision within the Skills for Employment Wales programme.The contract will commence in March 2016 and must be completed by early June 2016. The estimated budget for this research is up to £24,999 (excl. VAT).Research methods will include a brief literature review, interviews with key stakeholders staff involved in the delivery of the Pilot and analysis of administrative documentation and reconciliation of anonymised database records of recipients.Tenders must pay close regard to the full research specification, templates, guidance and background documentation which can be downloaded from this website.
