Processing of Co-mingled Dry Mixed Recycling (DMR)

The City of Bradford Metropolitan District Council (the Council) is seeking to source a suitably licensed Contractor to deliver the Service which is composed of the keeping, recycling and treating of Comingled DMR. The Council currently collect around 42,000 tonnes of co-mingled DMR at kerbside each year which is then processed at either the Council's and/or Contractors MRF prior to the resulting product being processed for subsequent sale. Currently; glass, cans, plastic. Paper and card are collected in the same kerbside bin. This may change to segregated collections during the contract, subject to the announcement on the "Consistent Collections" policy. The main objective of the contract is to divert waste away from landfill and to improve the Council's National Indicator "NI192" performance. The contract is required to start approximately 19th June 2023 and will run for a fixed period of three years until 31st May 2026 with the option to extend for an additional two-year period. The Contractor will carry out the service on behalf of the Council for a fixed processing rate per tonne as detailed in the pricing matrix, with a market tracking gain-share return for the materials sold to the recycling market on a monthly basis.
