The production of a business modelling report to propose new arrangements for delivery of a range of education services including the commissioning of specialist residential placements across the ten authorities. The scope of the specification is deliberately broad to allow for consideration of ambitious integrated working across ten authorities looking at all aspects of education functions within those authorities.The group of ten authorities comprises of Blaenau Gwent, Bridgend, Caerphilly, Cardiff, Merthyr Tydfil, Monmouthshire, Newport, Rhondda-Cynon-Taf, Torfaen and the Vale of Glamorgan.
