DFID DRC has launched a new gender programme (La Pépinière) with a focus on the economic empowerment of adolescent girls. Supplier(s) are being sought through an open competitive process to partner with DFID and Girl Hub in delivering some components of the programme. La Pépinière (incubator or greenhouse) takes a multidimensional approach (at programme, policy and organisational levels) to improving the situation of women and girls in DRC, focusing on adolescent girls and economic empowerment. The contract is for a 30-month period which aims to generate robust evidence to underpin a second phase (subject to approval). Supplier(s) will work with DFID and Girl Hub to establish what works and does not work to economically empower adolescent girls, through innovative pilots and operational research that will enable DFID to develop a business case for a further three scaled-up years. The programme will test a new management approach, establishing a joint project office in Kinshasa (a ‘hub') to house DFID staff and partners (including Girl Hub, who currently provide remotely support), providing space for participatory research and sharing information and evidence among DRC's development community. Supplier(s) will deliver the following:— LEARNING (establish baselines and situational analysis of the reality of adolescent girls in DRC, generate and disseminate evidence about what works to economically empower adolescent girls);— INNOVATION (fund small-scale pilot projects to grow evidence about what works to economically empower adolescent girls);— CAPACITY (support capacity building of DFID staff, partners and the Government of DRC to programme effectively for adolescent girls).
