The Authority is engaging with potential suppliers to seek views and feedback to the information provided and questionnaire. It is important to note that this is not an invitation to tender, it is strictly a Preliminary Market Engagement Questionnaire, intended to capture market information. This is intended to be used to assist the Authority on deciding the next steps for the procurement of a suitable supplier(s) who can provide property development consultancy services. It is exploring scoping options around levels of interest of suppliers to engage in the delivery of such services plus some key questions around the Council’s thoughts on how to approach this. Key services likely to be required at pace are to provide development consultancy service to the Council which will include: i. Land, property and development advice, including indicative feasibility assessments where required. ii. For a full range of land uses, including commercial, residential, retail and leisure. iii. Advice and support on funding considerations. iv. Asset management strategies, including consideration of regeneration, investment and rationalisation. v. Advice and support on disposal and acquisition strategies. vi. Negotiations with landowners/developers/the local Planning Authority/housing delivery partners/grant bodies and others. vii. Liaison/consultation with elected Members, partner organisations and the community. The PMEQ must be returned by the deadline of 14:00 17 April 2025 via the Authority’s eTendering portal.
