KFRS requires an 'off the shelf' software product which can be utilised and interrogated by the Authority's users to assess existing and alternative fire-cover models.The product to have the ability to accurately assess existing and alternative fire-cover provision against performance standards based on:— A road based travel time network;— empirical workload data;— population statistics – existing and projected;— varying levels of resource availability;— Fire Service Emergency Cover (FSEC) and other risk information with results being available within short time of requests being run;— Provide the facility to model addition, removal or relocation of Fire Stations and suggest optimum resource locations using a range of different scenarios and criteria.The provision of the facility to model alternative crewing arrangements and patterns by time of day and mobilising time.
