Provision for a Specialist Ophthalmology Electronic Medical Records (EMR) Solution.

Moorfields Eye Hospital NHS Foundation Trust (‘Trust’ or ‘Authority’) is seeking a partner to deliver and support a fully functional ophthalmology electronic medical record (‘EMR’) solution. This is to meet the needs and objectives of the Authority as a world leading ophthalmic clinical, research and educational organisation.The EMR is required to enable the Authority to move to a paperless clinical record solution, accessible across all Authority sites, which will improve the quality of care and reduce administration and operational overheads, therefore improving both administrative and clinical service efficiencies.The services will include (but are not limited to):— Supply and / or development of an EMR solution, including data migration and interfaces to the Authority systems;— Supplier deployment support for an EMR solution;— Support and maintenance arrangements for the EMR solution;— Programme Management;— Integration;— Training (of Authority technical staff and Trainers);— Ongoing Service Management.The Authority may also, at its sole discretion, procure hosting of the solution from the chosen supplier.Currently the Authority operates a number of different EMR solutions at different sites. These include both commercial off the shelf (COTS) software products and the OpenEyes (OE) open source solution now managed by the OpenEyes Foundation (OEF). The Authority now requires the deployment of a single solution across all sites and specialities.In selecting the new solution, the Authority will consider solutions based on further development of OpenEyes; deployment of a COTS system; or a hybrid model, whichever best delivers the Authority's requirements.The single solution across all sites and specialities must include functionality, addressing the following major areas:— Cataract,— Glaucoma,— Medical Retina,— Uveitis/inflammatory eye disease,— Diabetic Retinopathy,— Vitreoretinal Surgery,— Strabismus,— Orthoptics,— Neuro-Ophthalmology,— Ocular Oncology,— Paediatrics,— Adnexal,— Refractive Surgery,— Accident and Emergency,— Ocular Oncology,— Genetics,— Research and clinical trials,— Cornea,— External eye disease.Take note: The Authority is not anticipating replacing its existing Silverlink PAS, A and E tracking system, nor its CSC Galaxy theatre system as part of this project.
