Provision of a cafe/catering service at Croeserw Community Enterprise Centre

Neath Port Talbot County Borough Council (the “Council”) seeks a suitable organisation (the “Operator”) to deliver a complementary café and catering service (the “Operation”) at Croeserw Community Enterprise Centre, Bryn Siriol Road, Croeserw, Cymmer, Port Talbot SA13 3PL.This project is supported by the European Regional Development Fund through the Welsh Government and by the Welsh Government’s Western Valleys Regeneration Area Initiative until 30th June 2015. The proposed commencement date of the service is 28th September 2015 and the funding will have ceased by that date. Therefore, this procurement exercise is not subject to any funding requirements.The CCEC is equipped with a state of the art IT suite, hair & beauty training workshop, construction skills workshop, training kitchen, café, Astroturf/multi use games area, as well as a number of enterprise units which are available to those wishing to set up in business.The principle market for the facility is the communities of the Upper Afan Valley, with a secondary market in neighbouring settlements in the Llynfi Valley (Caerau and Maesteg), Lower Afan Valley (Bryn and Cwmafan) and other localities within the County Borough of Neath Port Talbot.The café forms an integral part of the overall service delivered by the CCEC. The Council’s primary objective in this Quotation is the achievement of a cafeteria service delivery and the creation of an environment which is safe, clean, aesthetically pleasing and in line with the CCEC’s target market. It is intended that the café will be operated in such a manner as to inspire confidence and pride in the Council’s services.For the financial year 2014/2015 the Council received the sum of £17,510 (gross income) net of VAT in respect of the catering sales undertaken in the cafe.The service will run for a period of five years from 28th September 2015.The Council is seeking bids of an annual fee which will be paid to the Council quarterly in advance, the first payment being due on the commencement date of the Operating Agreement.A Suppliers’ Awareness Day will be held in the CCEC on Thursday 11th June 2015 from 11am to 12 noon in order to give bidders the opportunity to visit the Centre, view the proposed space for the Operation, to raise clarification questions about the proposed operation and to meet Centre Staff.More detailed information about this opportunity is contained in the Request for Quotation documentation which can be obtained by contacting the Council to register your interest.
