Provision of a Facility(s) to Receive, Shred & Compost Quantities of Green Waste

The provision of a licensed/permitted facility(s) to receive, shred and compost quantities of ‘green waste’ delivered by the Authority to the Contractor.Due to the tonnages expected during the term of this Contract (7000+ tonnes per annum) the Contractor will be required to comply with Standard Rule Permit No 16 of the new environmental Permitting Regulations 2010; or hold an existing Paragraph 12 Exemption(s) under the 2007 Regulations and show evidence of intention to comply with the 2010 Regulations at the end of the transition period on 1st October 2011. The Contractor should also be able to demonstrate that they have the necessary authorisations for the treatment (ie chipping and shredding) of waste wood and plant tissue prior to composting and for the spreading of the produced compost to land. The Welsh Assembly Government have advised local authorities to take steps in the future to ensure that the Compost infrastructure for green waste is managed in a way that the compost produced complies with both PAS100 and the Compost Quality Protocol. Any facilities not complying with these criteria may be ineligible for counting towards the recycling/composting targets set in Article 11(“)(a) of the revised Waste Framework Directive, in Towards Zero Waste and in the proposed Waste (Wales) Measure 2010. Therefore for the duration of this contract the compost producer must demonstrate compliance with the BSI Specification PAS100:2010 and Compost Quality Protocol (CQP) Pembrokeshire County Council will be conducting this procurement exercise electronically using the Alito e-tendering portal.
