Newport City Council on behalf of the five local authorities in Gwent, together with the Police and Crime Commissioner for Gwent, and the VAWDASV Partnership Board (the Commissioners) will be tendering for an Independent Domestic Violence Advisor (IDVA) service in Gwent to work with all those citizens at high risk of domestic abuse under the VAWDASV 2014 Act.The current Gwent regional arrangements for the IDVA service have been developed in recent years with a single agency lead. We wish for that to continue and build on the success that the regional service has provided to citizens. Whilst the current contract has met all objectives, Newport City Council who host the regional VAWDASV team and jointly commission the IDVA service with the Office of Police and Crime Commissioner office, has decided to consider the possibility of other models of business, hence this speculative notice is to enable a wider consideration of further regional management of the service. Providers with specialist knowledge and experience may want to consider a consortium approach to the provision of the service, but one organisation will be required to be the Lead organisation.The IDVAs work to address the safety of people at high risk of domestic violence and abuse from intimate partners, ex-partners and family members to secure their safety and the safety of their children. Operating as the primary point of contact, IDVAs typically work with their clients from the point of crisis to assess the risk, review options, and develop and implement plans to address their immediate safety, as well as longer-term solutions. Although the service will not work directly with children under the age of 16, it will make referrals to safeguard children at risk of harm and ensure appropriate signposting to specialist support services. The service will be available for all clients affected by domestic abuse, regardless of gender, sexuality, ethnicity or disability.We therefore invite services providers already working in this specialist area to attend supplier meetings on the afternoon of Friday 14 May 2021.
