Provision of a Lead Contractor to Deliver Eco Funded Energy Efficiency Measures

The WG has made available additional capital funding in 2015 / 2016 from its Warm Wales-Arbed programme, to support Local Authority (LA) led, area based programmes in leveraging Energy Company Obligation (ECO) funding into Wales.Blaenau Gwent has bid for and been successful in obtaining some of this ECO ARBED funding from the Welsh Government.Therefore Blaenau Gwent County Borough Council (BGCBC) and Tai Calon have a requirement to appoint a Lead (Prime) Contractor to deliver ECO Funded Energy Efficiency Measures and other Works to Households within Brynithel and Ebbw Vale under the Welsh Governments (WG) Warm Homes Arbed Projects.Welsh Government have identified a number of measures that the funding is to be utilised for such as:-i) External Wall Insulation.ii) Loft top upsiii) Heating controls.iv) Draft Proofing.v) Boiler changeThe winning Tenderer will be appointed as Lead Contractor and will be responsible for the surveying of properties, the appointment of all Contractors, the coordination, management, administration and delivery of all work associated with and undertaken on all properties through the scheme engagement process to receive the ECO Funded Energy Efficiency Measures required by Blaenau Gwent CBC and Tai Calon. This must be in line with funding terms & conditions and also any measurable requirements.
