Aviation ground support software package. The Authority is seeking expressions of interest from potential bidders for the requirement to develop a client software application to support flight planning tasks for Air Transport (AT), Air-to-Air Refuelling (AAR), Intelligence, Surveillance, Targeting & Reconnaissance (ISTAR), Flight Training Fleets, and the RAF Aerobatics Team (RAFAT). The application must produce platform specific, meteorologically optimised flight plans, using the most fuel efficient routes and altitudes. It must have the ability to check and file flight plans and obtain valid Central Flight Management Unit (CFMU) approved routings with automatic 4D capability encompassing the Eurocontrol Route Availability Document (RAD). Worldwide 24/7 electronic access will be required, with the ability to run and submit flight plans using a web-login only. A comprehensive, ongoing training package must be provided. It is envisaged the software will be required for five years with 2 x 1 year option periods. The anticipated start date is 1.4.2015, however a minimum of 3 months phase-in will be required prior to this date, during which the system will run concurrently with the existing software.
