Provision of a Registered Social Landlord including Property Management Services at Rhodes House

Neath Port Talbot County Borough Council (the “Council”) wishes to enter into an agreement (the “Agreement”) for the provision of a Registered Social Landlord (“RSL”), experienced in working with vulnerable adults which includes people with learning disabilities, mental health and substance misuse to provide basic landlord and property management functions for two council owned, one bedroom flats located at the address below:Flats 2 and 3Rhodes HouseRhodes AvenueSandfieldsPort-TalbotSA12 6UTThe flats are adjoined to an existing council property, which provides day care for vulnerable people.The landlord must be willing to enter a 5 year lease agreement with the council in managing the above properties on its behalf for which the landlord will be expected to pay the council a monthly rent.Currently, there are two flats but the landlord must be prepared to manage a third property if the need arises (address below).Flat 1Rhodes HouseRhodes AvenueSandfieldsPort-TalbotSA12 6UTWith regards to the above, the landlord will be required to enter into an Option Agreement with the Council under which the Council will have the option to require the landlord to enter into a lease of Flat 1 at any time during the option period of 5 years. If the Council elects to exercise the Option during this period, then the landlord shall be required to enter a 5 year lease of Flat 1 at a market rent.The aim of the scheme will be to provide temporary step down accommodation for up to two years which will support people in their recovery or in developing the skills to move on in to full independent living for which there is a large demand.Tenants will be supported by the Council’s Community Independence Service who will provide the appropriate interventions required to help a person learn how to live independently and manage their tenancies.Where potential threats to a person’s tenancy arises, the RSL will be required to inform and work with the Council to ensure they are reduced and wherever possible satisfactorily resolved.Please read the Lease and the Option Agreement documents to ensure you understand the terms prior to submitting a bid.NOTE: The authority is using eTenderwales to carry out this procurement process.
