Provision of a Supported Accommodation Scheme

The current Supporting People contract for the above scheme is due to expire and we are seeking to establish a new contract for the service.This contract is to provide a supported accommodation scheme located in the County Borough of Wrexham. The scheme is currently in operation and is funded under the Supporting People programme to provide a range of accommodation-based support services for homeless and vulnerable people. It includes the following provision:•10 units of supported accommodation for young people (16 -25) who have been found to be statutorily homeless by the Council’s Housing Options Team. The Housing Options Team will have sole nomination rights to these units.•1 Emergency Bed, providing up to 2 weeks short-term accommodation for a homeless young person (16-17) pending a full assessment of duty, in order to ensure compliance with Southwark Judgement case law.•1 Emergency Bed providing short term emergency accommodation for a person aged 18+ pending an assessment of duty.•18 units of supported accommodation for young people who are vulnerable, homeless or at risk of homelessness, and willing to engage in employment, education or training.•6 units of supported accommodation for vulnerable single people (16+) who have been found to be statutorily homeless by the Council’s Housing Options Team who will have sole nomination rights to these units.•4 units of supported accommodation for pregnant women and single parents with babies up to 2 years old, who have been found to be statutorily homeless by the Council’s Housing Options Team and who may be the responsibility of the Council’s Children and Young People’s Services. The Housing Options Team will have sole nomination rights to these units•11units of supported accommodation for vulnerable young people who have been homeless or are at risk of homelessnessThe provider will be expected to be flexible and proactive in deploying accommodation and support to meet any changes or developments in local need.In the event of an emergency resulting in high levels of urgent need for housing and housing support services in Wrexham County Borough, the service provider will be required to work with the Council and other agencies to assist people affected by the emergency to access accommodation and support. The provider will be a key participant in the delivery of the Council’s Severe Weather Emergency Protocol (SWEP)The contract may also include a requirement for 16 units of direct-access supported night shelter provision for men and women who are roofless and sleeping rough. At the present time it has not been determined whether or not this provision will form part of the contract, but prospective providers should be mindful of the possibility.With the exception of the night shelter premises, the scheme currently operates in specialised accommodation provided by a Registered Social Landlord who also provides the present support service.The proposed new contract is for the support service only.Any new Support Provider must therefore be prepared to enter into negotiation with the Landlord concerning the continued use of the existing buildings; and to source or provide equivalent accommodation of an appropriate standard, in the event that negotiations are unsuccessful.This is a speculative notice only, to determine interest in providing the service.
