PROVISION OF A SYSTEMS THINKING APPROACH TO DEVELOP INTEGRATED NEIGHBOURHOOD WORKING

Expression of interest is via submission of documents available on The Chest. Tameside Metropolitan Borough Council is aiming to radically redesign the delivery of neighbourhood services across the borough through enhanced integrated working and as part of an overall programme of public service reform. It is the aspiration of integrated neighbourhood working to develop places where people want to live, work and invest by working together to improve outcomes for those people and building resilience in their communities. By working with communities to solve problems and build capacity it is also anticipated that demand will be reduced on public services. There are two key objectives in developing the future approach to integrated neighbourhood working: 1. Working together across agencies and with the community to improve outcomes and deal more effectively with the current level of demand. 2. Working together across agencies and with the community to improve outcomes through proactive problem solving to reduce future demand. Tenderers may already be engaged in addressing issues linked to crime and community safety, anti-social behaviour, vulnerability and/or the environment within a neighbourhood context. To facilitate delivery of the two key objectives listed above the Council is seeking to apply a systems thinking approach. This is to provide a structure and methodology to assist in the identification of current blockages to effective and sustainable multi-agency working at a neighbourhood level, and to provide a framework for redesign that deals more effectively with current demand, going on to reduce future demand across agencies. The Council has up to £45,000 available to commission services for the provision of a systems thinking approach to develop integrated neighbourhood working. It is proposed that the contract will commence early September 2015 and will be need to be completed by 30 November 2015. Submissions are invited from interested parties that demonstrate a Best Value approach which will be jointly evaluated on quality factors and cost against the specification listed above.
