Descriptions

The contract is for the provision of an Air Support Helicopter service for the Police Service of Scotland (‘Police Scotland’) in terms of which the Contractor is required to supply a Primary Aircraft for the exclusive use of Police Scotland, and a Back-Up Aircraft, during the period of the Contract together with pilotage, full maintenance and repair services, full landing and ground facilities (including an operating base and hangarage), all fuel, insurance cover and other necessary facilities all in accordance with the Specification as detailed within the Invitation to Tender (ITT). An aircraft and pilot (in addition to the Primary Aircraft and pilot) may be requested by the contracting authority to support specific police operations or events.The standard operating hours for the provision of the Service under the Contract shall be between 8:00 and 13:00 each day of the year, however, as detailed elsewhere in the ITT, the Service may be required by Police Scotland outwith the standard operating hours. The standard operating hours may be subject to change as detailed in the ITT.The Primary Aircraft to be provided for the exclusive use of Police Scotland will be a light twin-engined helicopter of a type considered suitable for Police use by the Home Office and be 5 years old or younger as at 1.10.2016, e.g. Eurocopter EC135 / Airbus H135 or equivalent.The Back-Up Aircraft will be a light twin-engined helicopter of a type considered suitable for Police use by the Home Office, e.g. Eurocopter EC135 / Airbus H135 or equivalent.The Police Operating Base (inclusive of a helicopter landing pad) must be within the Glasgow Air Traffic control zone in: A location that ensures flying time not exceeding 5 minutes to the city centre of Glasgow; a location that allows for unhindered take off and landings and is clear of aerial obstructions; a location quickly accessible by road via arterial routes/ motorways; A location that minimises the impact of noise in the local community; and a location approved by the CAA and acceptable to the contracting authority and having all necessary local authority consents and warrants.
