Provision of an Independent Reviewing Officer– Looked After Children

Torfaen County Borough Council is seeking tenders from suitably qualified and experienced providers to carry out the role of an Independent Reviewing Officer for Looked After ChildrenThe Independent Reviewing Officer must be knowledgeable and trained for the role and shall:•be qualified in Social Work or hold an equivalent qualification recognised by the Care Council for Wales (or its equivalent in England, Scotland or Northern Ireland)•be an authoritative professional with experience similar to an experienced Social Work Team Manager•have the ability to demonstrate a good understanding and professional knowledge and experience in working with Looked After Children, Children in Need and Protection•have extensive knowledge of legal framework of planning for Children as set out in the Children Act 1989, the Leaving Care Act, Adoption Act SO 31 and associated regulations and guidance•be trained and skilled in chairing meetings in a way that encourages constructive participation whilst maintaining a clear focus on the welfare of the child and the decisions that need to be taken•be familiar with Torfaen’s Corporate Plan, Children and Young People’s Plan, All Wales Child Protection Procedures 2008 and Independent Reviewing Officers Guidance Wales: Adoption and Children Act 2002•review child care plans and placements in accordance with The Adoption and Children Act 2002; The Review of Children’s Cases (Amendment)(Wales) Regulations 2004 and Children (Leaving Care) Act 2000•provide an independent reviewing service in accordance with the Role of the Independent Reviewing Officer as described in the Independent Reviewing Officers Guidance Wales : Adoption and Children Act 2002•be knowledgeable about diversity and committed to anti-discriminatory and non-oppressive practice.The service provider will be expected to monitor performance based on positive outcomes for individuals as well as the quality of service provided.
