BACKGROUND AND SCOPE OF CONTRACT Flintshire County Council has a population of approximately 145,000. The authority employs over 6,000 staff across 3 directorates with an annual budget of £148m. The County Council is a Unitary Authority established under Local Government Wales Act 1998 and as such facilitates the delivery of a complete range of local authority services in its geographical boundaries.The Housing Service is responsible for the day to management of approximately 7,500 properties consisting of both sheltered and general needs accommodation. The Local Authority is seeking to provide a discretionary service called the “Assisted Garden Service”. It aims to deliver a basic service of grass and hedge cutting to Flintshire Tenants who qualify under specific criteria (approximately 1200 households at any one time subject to periodic change). The service also aims to integrate a welfare provision incorporating the Council’s proposals around transforming social services for adults, building preventative services and the inclusion of community benefits to ensure that wider social and economic issues are taken into account. More specifically the welfare provision may require an undertaking by suppliers to engage with tenants whilst on site with a view to referring any wellbeing concerns to Council officials for follow up. This may take the form of visual assessments and contacting the relevant services in the event of an emergency. This additional welfare element will compliment the new community based accommodation support service (CBASS) which will ensure that the most vulnerable tenants are supported in ways which meet their needs.It is anticipated that organisations with an overt commitment to corporate social responsibility could provide enhanced ‘community benefit’ initiatives. In order to deliver this contract the Authority will require community benefit plans to be incorporated as part of the contractual obligation. It is envisaged that the contract will continue for 3 years with the option of 2 x 12 month renewals, subject to performance and funding.
