Provision of Cleaning Services

S4C is the Welsh television channel and one of the UK's five public service television broadcasters. It is an independent broadcasting authority established under the Broadcasting Act 1981, and regulated by the Communications Act 2003 and the Broadcasting Act 1990. S4C is conducting a tender process to appoint a provider of cleaning services for a period of three years with an option to extend the contract for a further 12 months. The services being tendered comprise the internal cleaning of the S4C premises in Cardiff which includes offices, broadcast transmission areas, kitchen and canteen areas. Applicants must be able to provide cleaning services of the highest standard, be reliable and be able to accommodate shift patterns in the provision of the services. In addition, the cleaning will need to be carried out in the vicinity of valuable and sensitive equipment and, although there is no requirement to clean the specialist equipment, the Applicants will need to have an appreciation and understanding of the sensitive cleaning environment and be able to follow express cleaning instructions issued by S4C.The premises in Cardiff are split into 3 sections, the administrative section, the technical block and the catering areas which are spread over two floors. The overall square footage of the building is 4,577 m² split between the Ground Floor which is 2,438m² and the First Floor which is 2,139 m². The cleaning services are required to be undertaken between 19.00hrs and 07.30hrs.Administrative SectionThe administrative section accommodates the working area and offices of the administrative staff, directors and the chief executive. The working hours of the administrative section are 08.30hrs – 17.45hrs, Monday – Friday. This area consists mainly of open plan office space with a small number of offices and meeting/discussion rooms, which are used throughout the working hours. The key cleaning requirements of the administration section include:•Carpets (including Teressa carpets)•Desks•Walls•Internal windows•Removal of all office waste•Collection of cardboard waste•Tiled reception area (to be cleaned in line with special instructions)•Steel and glass staircases•Blinds•Glass fronted offices and glass doors•Toilet areas (including the cleaning of mirrors, showers and washbasins, floors, walls and the replenishment of consumables)•External ash bins/and outside bins front and back•Upholstered and plastic chairs•Telephones, facsimile machines and photocopiers/shredders•Disinfecting of external and internal bins•Wiping down of doors/door handles and door plates•Wiping down of Notices/Fire Extinguishers•Area around the pool tableTechnical BlockThe technical block incorporates the graphics section, libraries and transmission area. The working hours of the technical block are shift based from 05.30hrs Monday to 01:00hrs the following day except on a Friday and Saturday when there is 24 hour cover. The key cleaning requirements of the technical block section include:•Carpets (including Teressa carpets), concrete, vinyl and metal floors•Desks•Walls•Internal windows•Removal of all office waste•Collection of cardboard waste•Metal blinds and polyester fibre blinds•Glass fronted offices and glass doors•Toilet areas (including mirrors, floors, walls, showers and washbasins)•Upholstered and plastic chairs•Disinfecting of external and internal bins•Wiping down of doors/door handles and door plates•Wiping down of Notices/Fire ExtinguishersCatering AreasThe kitchen and dining area located in the administrative section is a facility open from 08.30hrs – 18.30hrs 7 days a week serving hot and cold food, snacks and drinks to staff and visitors. There is also a small kitchen in the technical block for staff to use whilst on duty, this space comprises of a microwave oven, conventional oven and a hot water boiler. The key cleaning requirements of the catering areas include:•Dining worktops, tables and chairs•Vinyl floors and floor tiles•Tiles and walls•Long partitions and splashbacks•Paintwork, push plates, handles and door glass•Fly screens•Window sills•Notices/Fire Extinguishers•Walk-through tray deposit•Light fittings (excluding light fittings above serving areas)•Notice boards•Kitchen equipment including fridges, microwaves, dishwashers, ovens, sanitary fittings (sinks and pot wash) and replenishment stocks•Garden furniture on a seasonal basis •Emptying, cleaning and disinfecting of bins•Removal and responsible disposal of waste including:okitchen wasteorecyclable waste to be recycledonon-recyclable waste to be disposedGenerallyS4C will require the successful tenderer to undertake a deep clean of all areas at least every six (6) months and to provide ad hoc cleaning requirements as and when required throughout the term of the contract. The contract does not include the external cleaning of windows.
