Provision of Consultancy for a Review of Social Services

The Council is seeking to engage organisations who have specific skill sets to deliver a work stream which carries out a detailed review of the current level and quality of Social Services and explores the potential of these service areas to achieve efficiencies which will contribute to the Councils overall efficiency programme, whilst at the same time identify other opportunities to generate efficiencies.The work required will involve the following activity:-1.Meet with senior officers of the Council to develop a detailed work plan and method for the following core pieces of work;2.Review and evaluate the current business plan for Social Services against market benchmarks;3.Advise on the development of the current business plans to achieve further change and efficiency and/or alternative delivery models for some or all of Social Services4. Analyse current practice, service design, delivery and current financial spend;5. Articulate the existing position and provide robust financial challenge to current practices and spend against bench marks. The financial basis of any efficiencies are to be clearly identified as is the confidence levels for their deliverability;
