Provision of Consulting Quantity Surveying Services to Celynen Collieries Institute & Memorial Hall

Caerphilly County Borough Council and the Trustee’s of Celynen Collieries and Memorial Hall are seeking to appoint a Quantity Surveyor to work on the refurbishment of the existing building. It is also envisaged that the Quantity Surveyor will act as the CDM Co-ordinator for the project.For information, the project has already been designed to RIBA stage D and the client intends (subject to funding and other constraints) for the Quantity Surveyor to take the scheme forward through stages E to L inclusive. The Newbridge Memorial Hall is recognised as one of the town’s key public buildings which along with the adjacent Institute and adjoining 1960’s link block makes up a group of buildings known as Celynen Collieries Institute and Memorial Hall.The Celynen Collieries Institute and Memorial Hall is located on a prominent corner of the town where Meredith Terrace meets the High Street. Access to the buildings is from Meredith Terrace where the modern link block accommodates a communal entrance serving both the Institute and Memorial Hall. The area is well served by public transport (train and bus) and several public car parks are within easy reach.The Hall contains a ground floor ballroom with auditorium above and was built asboth a theatre and a cinema. The interior is an exceptionally important survival asit has remained unchanged since 1924. The Memorial Hall is grade 2* listed.The adjoining 1960’s addition has no listing status. The Institute was once used as a Library, reading and billiard rooms, however since the 1960’s conversion it has been used as a drinking club. For information, the Institute was built in 1908 and is Grade 2 listed.The Celynen Collieries institute and Memorial Hall is in need of refurbishment which will allow it not only to keep its original appearance but also to be used as a learning resource and performance space. The proposed refurbishment will:Stabilise, conserve, reveal, enhance and re-instate the original design of the building allowing it to be used for the new purpose.Remove the poorly built 1960’s extension replacing it with a modern four storey infill extension to link the two buildings whilst housing items such as the lift, WC’s and disabled access.Substantially improve the environmental performance and sustainability of the building and significantly reduce both maintenance and running costs.If funding is limited then a part appointment or reduced appointment or no appointment may result. The offer must be capable of acceptance in portions as well as for the whole.The proposed works are intended to be phased as follows (though this may change as the design evolves and when information on funding becomes available)Phase 1 comprising the demolition of the 1960’s link building and the construction of part of a new extension in its place, along with repair and conversion of the Institute.Phase 2 works will complete the extension and the Memorial Hall will be stabilised, conserved, and restored internally, as well as being upgraded for modern use. Externally the hall will be restored to its former appearance.It is envisaged that the proposed works will improve thermal performance, make use of rainwater harvesting, and incorporate a combined heat and power unit, along with various other energy saving initiatives.Full funding for the scheme has not yet been realised and the Client anticipates decisions on funding in October 2010. As such, it is hoped that a Quantity Surveyor can be appointed as part of the Project Team from November 2010. This however will be subject to funding.For information It is intended that separate appointments will be made by the Client for any other required service e.g. Structural Engineer, M&E consultants etc. The post of Architect as been awarded and the Architect will lead the design team and programme the project working closely with the Client.The value of construction work to be performed is estimated to be approximately as follows:Phase 1 - £1.54 millionPhase 2 - £2.33 millionThe cost of consultant fees and VAT is not included in the above figures.
